No. Having an up-to-date Neighbourhood Development Plan does not increase the amount of development that Hullavington is expected to accommodate. The amount of housing is determined through national planning policy and Wiltshire Council’s Local Plan, not by the NDP. 

The role of Hullavington’s NDP is different. It helps the community influence how development happens locally, rather than determining how much housing Wiltshire needs. 

Some neighbouring villages do not have a Neighbourhood Development Plan, and it’s reasonable to wonder whether that means they are less likely to receive new housing. The answer is no. Every community that sits within Wiltshire’s borders is considered as part of Wiltshire Council’s planning process, regardless of whether it has an NDP. Having a plan does not make a village a bigger target for development; it simply gives that village a stronger voice in shaping how any future development takes place.

Without an up-to-date NDP, development will still come forward. The difference is that the community would have much less influence over where it goes, what it looks like, how well it fits the character of the village and what benefits it brings to local people.

There are a number of sites around the village that landowners could promote for development through the planning system over time. An up-to-date NDP allows the community to take a planned approach to future growth, rather than relying on individual planning applications coming forward without an agreed local framework. 

An up-to-date NDP allows the village to take a proactive approach by setting out a clear, community-backed vision for Hullavington’s future, rather than simply responding to planning applications one by one as they arise.

An up-to-date NDP isn’t about saying “yes” to more development. It’s about making sure that, if development happens, it happens in the best possible way for Hullavington.
