This section aims to provide a plain-english description of some of the terms you may hear us referring to in our meetings, or using in our communication materials. We apologise in advance if it can seem jargon heavy at times!

| AECOM | An independent planning and technical consultancy that provided specialist evidence and site assessments for Hullavington’s previous Neighbourhood Development Plan. Where still relevant, some of that evidence has been reviewed and used to inform the updated Plan, alongside new evidence and assessments |
| Community Infrastructure Levy (CIL) | A charge levied by the local planning authority on new development to help fund infrastructure needed to support growth. With an NP we would get 25% |
| Community Land | Land secured through development specifically for the long-term benefit of the whole parish. It is additional to the public open space required for a housing development and may include accessible green space, habitat creation, walking routes, natural flood management, community facilities and other uses that support the wider community |
| Independent Examination | A review of the submitted Neighbourhood Development Plan by an independent planning examiner. The examiner considers whether the Plan meets legal requirements and may recommend that it proceeds to referendum, proceeds with modifications, or requires further changes |
| Independent Examiner | An experienced planning professional, jointly appointed by Wiltshire Council and the Parish Council, to independently assess whether the Neighbourhood Development Plan meets the legal requirements. The examiner may recommend changes before deciding whether the Plan can proceed to referendum |
| Local Plan | The legally recognised plan framework for Wiltshire, comprising adopted local plans and neighbourhood plans, used as the primary basis for planning decisions |
| Made Neighbourhood Development Plan (“Made Plan”) | A Neighbourhood Development Plan that has successfully passed referendum and has been formally adopted by Wiltshire Council. Once made, it becomes part of the statutory Development Plan and must be taken into account when planning applications are determined |
| Master Land & Planning | The independent planning consultants appointed by Hullavington Parish Council to provide professional planning advice and technical support for the current Neighbourhood Development Plan. They help ensure the Plan is supported by appropriate evidence and complies with planning legislation and national policy. The Plan itself is produced by the Parish Council and Steering Group, informed by community consultation. |
| Public Open Space | Green space, play areas and recreational land provided within a housing development to meet the needs of the people who will live there. Public open space is a standard planning requirement for new developments |
| Referendum | A public vote by eligible residents within the Neighbourhood Plan area. If more than 50% of those voting support the Plan, Wiltshire Council can formally adopt (“make”) it |
| Regulation 14 Consultation | The first formal public consultation on the draft Neighbourhood Development Plan. It lasts for at least six weeks and is organised by the Parish Council. Residents, landowners, businesses, community groups and statutory organisations are invited to comment. Every response must be considered before the Plan can move to the next stage |
| Regulation 15 Submission | The stage where the Parish Council formally approves the revised Neighbourhood Development Plan and submits it, together with its supporting documents, to Wiltshire Council for independent examination |
| Regulation 16 Consultation | The second formal public consultation, organised by Wiltshire Council after the Plan has been submitted. Wiltshire Council invites comments from residents, statutory organisations and other interested parties before the Plan is considered by an independent examiner |
| Section 106 agreements | Negotiated Legal Agreements within the planning agreement itself |
| Site 690 | The development currently under construction for 72 houses by the primary school |
